VERSION DRAFT-2026-07-20

Content Reporting and Takedown Policy

How reports are acknowledged, investigated, actioned, appealed, retained, and escalated.

Effective date: [LEGAL_EFFECTIVE_DATE — REQUIRED BEFORE LAUNCH]

Submit and track a report

Anyone may use the report form for copyright, privacy, impersonation, safety, acceptable-use, or other concerns. The form issues a report ID and one-time access code. Keep the code private. We collect only information needed to identify the material, understand the claim, communicate, and preserve a defensible case record.

Acknowledgement and triage

Submission creates a RECEIVED case and an acknowledgement timestamp. Operations can move it through triage, request information, restrict or remove material, reject the report, restore material, record an appeal, and close the case. Reporter identity and contact details are restricted to authorized staff and are not included in user-facing status or ordinary notices.

Investigation and proportionate action

Review may consider the reported location, rights information, authorization evidence, context, applicable law, platform/provider rules, user history, urgency, and countervailing rights. Temporary restriction may be used where credible risk warrants it. A report is not automatically proof of wrongdoing, and a status page is not a legal determination.

Copyright notices and counter-notices

The form can collect the elements commonly needed for a U.S. copyright notice: identification of the work and material, contact information, good-faith and accuracy statements, authority, and signature. A statutory DMCA counter-notice process, restoration timetable, and designated-agent claim will not be represented as active until U.S. counsel confirms eligibility and the agent is registered. Other appeals remain available.

Review requiredCOUNSEL REQUIRED: determine whether 17 U.S.C. §512 applies; register and publish a designated agent (https://www.copyright.gov/dmca-directory/); finalize notice/counter-notice text, repeat-infringer policy, and 10–14 business-day restoration handling (https://www.copyright.gov/512/).

Appeals, repeat violations, and restoration

Affected users may appeal with the report ID, explain the error, and provide authorization or other evidence. A different reviewer should be used where practical. Repeated substantiated infringement or severe abuse may lead to escalating restrictions or termination; repeated bad-faith reports may also be restricted. Restored material retains the case history.

Evidence retention and legal holds

Case evidence receives a configurable deletion date and is not kept indefinitely by default. It may be retained longer for an active appeal, fraud/security investigation, binding legal request, preservation duty, or documented legal hold. Access is role-restricted and administrative actions are logged.

Review requiredCOUNSEL + PRIVACY: approve retention periods, privilege handling, identity disclosures, preservation notices, and regional complaint duties.

Emergency boundaries

The form is not an emergency service. If someone is in immediate danger, contact local emergency services. Staff may prioritize credible imminent-harm reports and preserve information, but TwentyFour will not promise monitoring, real-time response, or law-enforcement contact that has not occurred. External disclosure requires a lawful, documented basis and authorized personnel.
